I'm pretty sure language matters, but to what degree I odn't know. Let's say your targetted key string is "große Poker Firma" and you're linking from an english page that talks about large poker companies. How many times will the words "große" or "Firma" show up in the page you are linking from?
Just once: From your link. So Google may not realize that the content of this page is very related to the content of your german page you are linking too.
Had you linked from a german page that talks about large poker companies, then your keywords woudl likely pop up all over the page. So the link value is better because Google sees clearly that both pages are related.
It doesn't mean you can't link from English pages. That still counts for something. But your link value would be better from same langauge page.
Again, link value is based on multiple factors, and we're only discussing one.
Anyway, I'm no SEO expert. I just read SEO articles and this is my understannding of how it works in this context.
