Because Google and other search engines can tell if a site is on the same c-block or not. And if you have say 20 sites on the same c-block, and interlinking them in some way, you are going to see a major devaluing of those links as opposed to if the 20 sites were spread out among different c-blocks or better yet different companies altogether.
This is the biggest disadvantage to hosting all your sites on one or two dedicated servers or reseller accounts.
