EDIT: I think I misinterpreted your post sorry. But anyway, with those tab things, I think people use java or something to flick between them. So instead of having 4 different pages, the java or whatever allows you to move between them whilst on the same page. You want something like pokerlistings has on the homepage right? EDIT
Unless I have missed something, this isn't a duplicate content issue at all.
Every time you click a link, you are just taken back to the top of the same page, not onto a new one. Its just like with some sites with long pages will have links at the top of an article that will automatically move you further down the page to a certain segment. The link simply moves you around the page.
I am sure that you have come across pages that have links in the content somewhere that say 'back to top' - this is just what your links are doing when you link to '#'.
So I wouldn't worry about a duplicate content issue here. Although, the fact that you only have one page up will mean that Google won't be valueing it too highly yet. I'm not sure what is best to do when you're kinda just parking a site to let Google know it's there, so I am sure someone else will be able to help you out on that.
