PR 9 for blog comment pages?

There was an idea here a couple of years ago about people pretending to be female poker players and making myspace pages, poker blogs, etc. I was just looking at one of the blogs, and the main page has no PR yet every single one of the comments pages has a PR of 9 (even the ones with no comments). Is this normal for blog comment pages?
