This doesn't make any sense and isn't a correct statement. It's hard to compare Dreamweaver and Joomla seeing as they aren't the same thing at all. Dreamweaver is a web development and web editing application originally owned by Macromedia, now currently owned by Adobe. On the other hand, Joomla is an open source content management system which is designed to manage and publish web content. They are two entirely different things, really. Dreamweaver isn't designed to be a content management system and Joomla isn't designed to be a web editing application so it's like comparing apples and oranges almost.
To the original question of the thread, Dreamweaver is a great application for web design and web development and I don't know when I've gone a day without using the program in years. It's got loads of built-in tools that can help small websites and huge websites alike. As far as actually purchasing CS3, I don't think you'd necessarily need the latest version. I use CS3 at work because they paid for it all but I currently still run Dreamweaver 8 at home. CS3 has some new added features but you probably wouldn't really need any of them. So if you'd rather not spend the $399 purchase price of buying CS3, you could look around eBay for a copy of Dreamweaver 8 and probably pick one up for $100 or so, like here:

Then in the future if you thought you needed the newest version, you could just buy the upgrade instead of the entire package.
