I'm no SEO expert, but here's my thoughts...
I'm assuming the reason this could be considered as a blackhat technique is because of the fact that these are not 'natural' links.
The way linking should work is one site linking to another because they feel it provides useful content, and would be of some interest to the person reading the article (or wherever the link has been placed). In an ideal online world, linking would only happen because there is something useful or interesting on the other side to help inform the visitor. This is why Google relies so much on linking as the indicator of a good website, and ranks websites with lots of incoming links well.
If you are creating lots of mini sites solely for the intention of getting a link from them, then these links won't be 'natural'. The small on-topic sites are just being used to leverage the bigger site, trying to manipulate your search rankings.
When you also consider the fact you will need to be going out of your way to hide the fact that these sites belong to you (getting different class C IPs), you can understand why this could be a grey/blackhat technique.
Google is giving less weight to links from your own sites because you obviously want to rank better overall, and so it's going to seem like a good idea to interlink your sites. Because people will be interlinking sites to try and boost overall rankings, it's not neccesarily going to be a clear indication in Google's eyes that those sites are linked together because they have great content, but more so because the owner wants them to rank better
