Coming from a person that knows just only the very very basics about SEO what do you think of this theory if it were even possible.

For the top listings for a specific keyword, could a search engine somehow track and rank a listing based on if the traffic went to the listing and did not revisit google by doing a back search, thus proving to google that the listing was "Optimized" or what the searcher was looking for?

In theory yes, but in reality, all this would cause is every SEO website and forum telling "optimizers" to disable the browsers back button
