Of course it makes a difference, but it is relatively small compared to, first, knowledge that improves your game, and second, the game itself. Higher limit players choosing their place to play based on rake first will nearly universally be terible players. It's like choosing a race car based on the hubcaps.
And of course the reality is right there for everyone to see. People choose to play at Party, Pokerstars and Paradise and virtually none of them are getting rakeback. Further proff is that Pokerstars rake has always been lower than Party. The benefit of rakeback has always existed in comparing these two rooms, but there is no mass exodus from Party to Stars over the rake issue. Now Stars has upped the ante more to provide an internal program that is more generous than rakeback. This will no doubt benefit them, but the plug hasn't been pulled at Party this week. People still play there.
Jeremy's point is the one to take away from this. Cardrooms can and over time will deal with player retention and compensation. That's where the future is. If you are an affiliate who doesn't focus on poker things, getting into executive host or player benefit departments is something to try to do soon so you are in on the ground floor, rather than pursuing a business model that will disappear pretty quickly.
