Stuffing keywords

I was under the impression that stuffing your keywords is considered spam in Google's eyes. I found a site today which is ranking on first page of Google is this not stuffing and if so how can it rank on the first page when clearly it's over using their keywords?

I just want to understand this a little more, because if this acceptable well than what I am doing is wrong. No offense if this is anyones site I am just trying to understand more.

Google considers many things spam. That doesn't mean they successfully detect spam 100% of the time. Far from it.

I imagine that site is doing really well in other SEO areas rather than the keyword stuffing. If the keyword stuffing was taken out then the site would more than likely be top of the SERPs, as the stuffing is probably not the reason why it is up there.

they are unsuccessful to detect non-spam as well
