The theory is that if you link to high quality sites, your site is more likely to BE a high quality site. I think this used to be an effective strategy, SEO-wise, but I don't think it works anymore. Which is not to say that linking out to good quality sites is bad for SEO, but just linking to the homepage of Google isn't going to give you a big boost. There are smarter ways to link out for SEO purposes.
