Well it can't harm your rankings, it will have a harmful effect on the links on your page since more links means less juice per link. I'm of the view though that there's probably no magic number built into the system where the links get additionally devalued, meaning 101 or whatever, in spite of Google's guidelines that you shouldn't go over this. Many of Google's guidelines in fact have nothing to do with how they rank and are just there to persuade webbies to do what they feel suits them the best, and in this case they probably aren't crazy about their bots crawling pages with a zillion links.

A page with over 100 outbound can clearly rank, and I cannot vote because neither of those answers would be true in my opinion. 101 outbound links won't guarantee penalty, but it also will not guarantee a generous rank either...

Take a blog like poker.com's blog for example... They have thousands of outbound links... They have enough inbound links to justify the outbound without being hurt...

If I try to accomplish 1000 outbound links, I'd drop like a lead balloon, because I don't have enough coming in.

So, I guess I am saying, its all relative...

Weighted less for them, yeah, doesn't affect you any though as you get PR from links in not links out of course.

I'm not an expert, but I think it could do well for a while and then banned (after manual control maybe)

If you are providing a valuable, quality resource for your visitors I don't see how there is any reason for it to be banned or penalised...

haha if your page looks like that google should be able to do more than manually review you. I would be ok with them being able to use Gitmo for this type of webmaster.
