I'd like to know one software or toolbar that find the new pages that link to one website, then to find the new links that one website add/obtain.

I think yahoo explorer can help to some extent but there are no proper software known for this!

Go to http://www.google.com/alerts/.

Set up an alert using your domain name and the name of your site as the keyword phrases that you want to receive alerts for.

Google will then email you every time a new web page references (links to) your site.

Can someone explain google alert in a bit more detail for me and who uses it?

Google Alerts is a service from Google where they will email you when a new page is launched referencing a certain keyword phrase. The explanation of the service on Google's site is pretty thorough.
