You want "good" links pointing to your site and yes the majority of them aimed at your homepage. I dont base it on a ratio but I am now keeping tabs on things a little more closely. I choose a few main keywords I want to target for each page and I am now using an excel sheet to balance out my keywords that I have used, the anchor, page etc. Very easily you can off balance the links to your pages.
The strength from your homepage will be passed onto your internal pages. Thats why I hate linking from my homepage unless its to someone that I really really like or if they have helped me out. Make sure you have good navigation and internal linking.
I would also say you dont need PR to start adding links to your internal pages. I have a one page site..sorry its two pages including the sitemap which is a PR2...it has all of 2 links pointing to it.
I have never waited a certain time frame to add links to any page. Just keep it natural and you'll be alright
