How often does google update their PR?

Also what are general guidelines for number of linkes for the different ranks? I know the PR of the linking page matters so lets just say they all average at 3 and they are all poker sites.

The public PR is every three months, or so. The real/internal PR gets update regularly but we'll never know what regularly is.

There is no general answer to the other question, although it is generally true that one link from a PR4 page can make a PR3 page. It depends on the number of links on the page tho, and whether the first page is a PR4.96384 or a PR4.02536. Significant difference.
