Currently this is only for the individual's Google account. I doubt this will influence natural search in the future, at least not in a significant way as it can so easily be manipulated with large groups getting together to boost results. All voting style sites suffer this.
Google have been talking about what they call personalised search for some time, this looks to be the first steps in that direction. I think it might be more about Google learning about us and how we search than a means of directly influencing what might dhow up in general SERPs.
One thing I was curious about, hoever - and I'm testing this right now with a completely idolated, unlinked html page - is if you add an unindexed page to your results for a particular term, will that page ultimately get indexed in the general results.
